{"id":842,"date":"2025-12-25T15:58:00","date_gmt":"2025-12-25T12:58:00","guid":{"rendered":"https:\/\/ottomanyak.com\/haber\/?p=842"},"modified":"2025-12-25T15:59:24","modified_gmt":"2025-12-25T12:59:24","slug":"turkiyede-yapay-zeka-alaninda-kritik-adim","status":"publish","type":"post","link":"https:\/\/www.ottomanyak.com\/haber\/turkiyede-yapay-zeka-alaninda-kritik-adim\/","title":{"rendered":"T\u00fcrkiye\u2019de Yapay Zeka Alan\u0131nda Kritik Ad\u0131m"},"content":{"rendered":"\n<p><strong>Ankara<\/strong> \u2013 T\u00fcrkiye, yapay zek\u00e2 alan\u0131nda ulusal kapasitesini g\u00fc\u00e7lendirmeye y\u00f6nelik \u00f6nemli bir kurumsal d\u00f6n\u00fc\u015f\u00fcme imza att\u0131. <strong>25 Aral\u0131k 2025<\/strong> tarihli Resm\u00ee Gazete\u2019de yay\u0131mlanan Cumhurba\u015fkanl\u0131\u011f\u0131 kararnamesiyle, <strong>Sanayi ve Teknoloji Bakanl\u0131\u011f\u0131<\/strong> b\u00fcnyesinde faaliyet g\u00f6steren <strong>Milli Teknoloji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn ad\u0131 \u201cMilli Teknoloji ve Yapay Zeka Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u201d olarak de\u011fi\u015ftirildi.<\/strong> Bu d\u00fczenleme, yapay zek\u00e2 teknolojilerinin geli\u015ftirilmesi, uygulanmas\u0131 ve y\u00f6netilmesi konusunda daha b\u00fct\u00fcnc\u00fcl ve merkezi bir yakla\u015f\u0131m benimsenmesinin \u00f6n\u00fcn\u00fc a\u00e7t\u0131.<\/p>\n\n\n\n<p>Yeni yap\u0131lanma ile birlikte, T\u00fcrkiye\u2019nin yapay zek\u00e2 alan\u0131ndaki ulusal stratejilerinin tek bir \u00e7at\u0131 alt\u0131nda koordine edilmesi hedefleniyor. Genel m\u00fcd\u00fcrl\u00fck; <strong>ulusal yapay zek\u00e2 politikalar\u0131n\u0131n olu\u015fturulmas\u0131<\/strong>, <strong>kamu-\u00f6zel sekt\u00f6r i\u015f birliklerinin geli\u015ftirilmesi<\/strong>, <strong>veri y\u00f6netimi ve dijital egemenlik konular\u0131nda standartlar\u0131n belirlenmesi<\/strong> gibi kritik g\u00f6revleri \u00fcstlenecek. \u00d6zellikle b\u00fcy\u00fck veri, makine \u00f6\u011frenmesi ve \u00fcretken yapay zek\u00e2 alanlar\u0131nda geli\u015ftirilecek projelerin, bu yap\u0131 \u00fczerinden planlanmas\u0131 ve izlenmesi ama\u00e7lan\u0131yor.<\/p>\n\n\n\n<p>Kararname kapsam\u0131nda, <strong>veri merkezi ve bulut bili\u015fim altyap\u0131lar\u0131n\u0131n g\u00fc\u00e7lendirilmesi<\/strong> de \u00f6ncelikli hedefler aras\u0131nda yer al\u0131yor. T\u00fcrkiye genelinde kurulacak y\u00fcksek kapasiteli veri merkezleriyle, hem kamu kurumlar\u0131n\u0131n hem de yerli teknoloji \u015firketlerinin ihtiya\u00e7 duydu\u011fu hesaplama g\u00fcc\u00fcn\u00fcn \u00fclke i\u00e7inde kar\u015f\u0131lanmas\u0131 planlan\u0131yor. Bu ad\u0131m\u0131n, veri g\u00fcvenli\u011fi ve siber egemenlik a\u00e7\u0131s\u0131ndan stratejik \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131 vurgulan\u0131yor.<\/p>\n\n\n\n<p>Yeni genel m\u00fcd\u00fcrl\u00fc\u011f\u00fcn g\u00f6rev alan\u0131 yaln\u0131zca altyap\u0131 yat\u0131r\u0131mlar\u0131yla s\u0131n\u0131rl\u0131 kalmayacak. <strong>Yapay zek\u00e2ya ili\u015fkin mevzuat ve etik \u00e7er\u00e7evenin olu\u015fturulmas\u0131<\/strong>, <strong>uluslararas\u0131 standartlarla uyumlu d\u00fczenlemelerin haz\u0131rlanmas\u0131<\/strong> ve <strong>akademik ara\u015ft\u0131rmalar\u0131n desteklenmesi<\/strong> de kurumun temel sorumluluklar\u0131 aras\u0131nda bulunuyor. \u00dcniversiteler, teknoparklar ve ara\u015ft\u0131rma merkezleriyle y\u00fcr\u00fct\u00fclecek ortak projeler sayesinde, nitelikli insan kayna\u011f\u0131n\u0131n art\u0131r\u0131lmas\u0131 hedefleniyor.<\/p>\n\n\n\n<p>Konuya ili\u015fkin de\u011ferlendirmede bulunan Sanayi ve Teknoloji Bakan\u0131 <strong>Mehmet Fatih Kac\u0131r<\/strong>, s\u00f6z konusu d\u00fczenlemenin T\u00fcrkiye\u2019nin teknoloji vizyonu a\u00e7\u0131s\u0131ndan d\u00f6n\u00fcm noktas\u0131 oldu\u011funu belirtti. Kac\u0131r, \u201cYapay zek\u00e2 art\u0131k yaln\u0131zca bir teknoloji alan\u0131 de\u011fil, ekonomiden savunmaya, sa\u011fl\u0131ktan e\u011fitime kadar t\u00fcm sekt\u00f6rleri d\u00f6n\u00fc\u015ft\u00fcren stratejik bir g\u00fc\u00e7t\u00fcr.
